ICO investments

So I am studying ICOs now and then and I was wondering how some of the ICOs managed to fully fund their hard cap so fast.

Please let me know your thoughts.

Why fake an ICO if you have secured your funding anyway through "whale investors"? They just waist our time analyzing the ICO and when you want to invest they are fully funded before you can invest.
