God created everything in love, and His original intention was never pain or suffering. When we understand the person of God we learn that God doesn't actually delights in our pain and suffering because His nature is love itself.
Yet suffering exists, not because God stopped loving, but because the world no longer lives in accordance to His statutes.
From the beginning, God gave humanity the gift of freewill—the ability to make choices on their own— and with that freedom came the possibility of choosing wrong.
Much of the pain we see today is the result of rebellion against God's commandments to mankind. We often have a hard time understanding why a loving God would allow suffering, but God's love is not absent even in such situations.
Even in hardship, He remains present, with the intention of bringing hope and healing to us. When we hold tight unto what God tells us in Romans 8 vs 28 which says "all things work together for good to those who love God" we have no reason to fret over any circumstances that come our way.
