If it pass... People won't be able to do "fair use" materials like memes, reactions, commentary, reviews, top lists etc. You can't even quote using your own words. you can't give source links etc. All that in Europe. Since DLive servers are not in Europe and they don't have "headquarter " in Europe. YouTube does, so they will have to censor even comments. You won't be even able to post gameplay videos or live stream gameplay because you will need license or copyrights. Even if content creator don't want to have those "copyrights", he will be basically FORCED by EU to hold them...
In other word... DLive will benefit cause it's from US. EU filthy paws do not reach there, so you can upload your "fair use" content.
Also I think it will be good idea to get yourself a good VPN (good free ones: proXPN or Windscribe for example)
