I was listening to a podcast this afternoon and they were interviewing Gary Vaynerchuk. He described what he calls his $1.80 method for building a following - something I think will work really well for you on Steemit.
It starts from the English/American idiom of giving your two cents which means sharing your opinion. You are going to be commenting on posts, making sure that your comments are interesting and insightful comment (he really emphasises this).
Find the 10 tags that most closely fit with what your own Steemit posts are about. For each of those tags, find nine posts that you can make an interesting comment or question on. Don't just say "nice post" or post a hyperlink to your content. Instead provide something meaningful. Previously he had said to pick trending posts but as long as they are posts that people are going to see this will still be fine. Now you have 10 x 9 x .02 which gives you the $1.80 name.
Obviously you can adjust the numbers here - the key point is to engage in a meaningful way with people so that they then check out our posts and follow you (which means you need to be posting content that people will want to see).
