The actual ratio gives the People a voice of 1:750,000+- (We are virtually mute in the ears of our representatives. The only people they hear are the special interests). The states are better but still diluted.

However I might suggest that Hanlon's Razor be considered.
as always consider the monkey sphere and Dunbar's Number which when exceeded INSURES irrationality. The worst case scenario will be the human equivalent of rat utopia. History is full of examples.
