What do you think did government funding research into "remote viewing" (people perceiving things they cannot see in person) have "some utility for such a program in CIA"? Do you think remote viewing is possible, or perhaps it's a double take to make other governments think it viable so they pour resources into a false golden goose? Anyone find anything interesting in the past CIA disclosures?
I honestly cannot speculate. Seems like remote viewing being real would call into question basic understandings of our less enchanted modernized world. But seems like there might be serious incentives to create nonsense programs to entice rivals to misspend on wasteful programs.
I think a truly democratic society would have already declassified all this information. This seems to only be a report but not all the data and specific information collected from us at a barrel of a gun. I suspect real disclosure of all related information would make it much easier to assess the cost effectiveness of project stargate toward advancing science.
