Uhh Ohh looks like the inhuman prison not just serves as a way to cage humans for conduct that doesnt happen to murder, rape, assault, or otherwise steal from or harm other humans, but sets up a worldwide incentive system that leads otherwise non criminal third parties to turn into criminals and muck up there lives, frequently for otherwise nonviolent conduct serving prison markets since commissary monopolies doesnt, and rip off phone costs doesnt.
So dude man was a prison guard or some other kind of worker so part a bifurcated consciousness where they get to leave the cage at the end of each day, but they must help manage and control the plebians caught up in the system, and examples from the patriction classes that wasn't lucky nuff to avoid the cage. Dude is accuesed of smuggling in 20 phones/sim cards and some pot and other spices. Sounds like this chattel doesnt really harm anyone and one would wonder how prohibiting this stuff and making their own inarceration workers turn into criminals (which maybe helps their bottom line if they can turn the sheep herders inta sheep.
Dude was tackled by a Deputy Governor whatever that is after refusing to discuss the matter with him and fleeing. The paper asserts the contrand may have been worth as much as 100,000 pounds on the prison black market, which is sad since phone so cheap these days and doesnt sound like it was many many pounds of dope. The worker who may have messed up is aged only two and half decades or so, but we can be confident any time in a cage of his nonviolent conduct will only serve to help those who incarcerate him.

Federalist No. 62 on: overly compex information & state intervention:
https://www.congress.gov/resources/display/content/The+Federalist+Papers“The internal effects of a mutable policy are still more calamitous. It poisons the blessing of liberty itself. It will be of little avail to the people, that the laws are made by men of their own choice, if the laws be so voluminous that they cannot be read, or so incoherent that they cannot be understood; if they be repealed or revised before they are promulgated, or undergo such incessant changes that no man, who knows what the law is to-day, can guess what it will be to-morrow. Law is defined to be a rule of action; but how can that be a rule, which is little known, and less fixed?
Another effect of public instability is the unreasonable advantage it gives to the sagacious, the enterprising, and the moneyed few over the industrious and uniformed mass of the people. Every new regulation concerning commerce or revenue, or in any way affecting the value of the different species of property, presents a new harvest to those who watch the change, and can trace its consequences; a harvest, reared not by themselves, but by the toils and cares of the great body of their fellow-citizens. This is a state of things in which it may be said with some truth that laws are made for the FEW, not for the MANY.“
