I have always sought to be as well dressed as I can be although I also make sure that I'm appropriately dressed for the situations I'm in; you'll not see me wearing a tuxedo at the hardware store for instance. My parents were always well dressed and imparted that ethos to me which I'm grateful for because it's opened a lot of doors and that aside, I feel better about myself when I feel I have represented well to others including how I look and act.
I don't necessarily see being well dressed as relating to designer or expensive clothing because I think it's less about and more about the clothing as how a person wears it: The right colours for the person's complexion, clothing that matches, fits well and is accessorised well - There's little point in taking the time to dress well and put on a pair of shoes that simply don't work or to forget the belt when a belt is required. It's the little things sometimes.
No amount of money spent on clothing can make a fucken asshole anything other than a fucken asshole.
