When you have an industry (taxis) that is protected by government licensing and one overpriced rate for all there is no reason to innovate until a shock (Uber and Lyft) comes into the market.
You also must take into consideration that Uber and Lyft have provided a service to people who were priced out of the market by Taxi's monopolized high rates
Regardless this news today for taxi carpooling is good for all consumers
