This is a Syritta pipiens, commonly known as the thick-legged hoverfly. The eyes are what made me think this must be some kind of hoverfly, but I had to do a bit of research, as it did seem to have a larger body, and the thicker legs are sure noticeable. It is originally from Europe but can be found across Eurasia and North America. It gathers pollen and nectar and is typically spotted around flowers. They play a key role in environmental functionality, and an abundance of them is a reflection of a healthy environment around them.
