Hive account@deandaniel , am shock from your advice, didn't expect it. I can remember so well when the goal of Steemjet is to reach every body around the world with steem, the boss delegated SP to those mention above as well. depending on your position on SF sit. But hardly I see upvote from this group as well. You in particular didn't and hasn't upvote any of my post for once (I speak for my self. Even when it was given to a particular account friends to friends where upvoting them self increasing their Rep.) secondly if all proposal should pass through you (your friends will likely benefit from it mostly )well you have given your advice but I tell you what, delegation is not the solution that should be given to spammers. Most Steemjetters I know has stop showing up because of how upvoting went wrong here, some one like Hive account@mydivathings. (where is Hive account@lifeofdarlington whose is meant to also control this spam. )Upvote or no Upvote which we aren't talking about now but how to make the community good again.

If any of this rule can be apply it will lesser spamming and give room to those with the talent.

1. before any proposal should be fund, individual / group of person should at least show 30% of their work before fund should pass through, to complete their project. (meaning initial capital should come from them). By so doing we will know who is who

2. a confirmation of who you said you are and what you said you do should be made available from facebook/twitter through a link (it can be video or biography). (with not less than 1k friends and greater than 4 months old account)

3. each individual with same comment on same post ,should be down vote.

4. after the completion of the project, the work in question should be release to the community within less than a week, with a concise analysis/summary of work/ how the money was spent.

For me, with this method spamming will drastically reduce.
