Not easily. The startup cost to become a residential ISP in the US is very high. Unlike countries like UK, Australia, Sweden which have shared fiber that anyone can buy access to, I’d need to lay fiber to the end user and without scale that will be impossible to finance(I’ve got the datacenter and connectivity there part already so I don’t need to deal with that cost, but that’s another expensive part).
