Being paralyzed is medical defined as "having a loss of muscle function, preventing movement or feeling in part or all of the body, usually from nerve signal disruption between the brain and muscles due to issues like strokes, spinal injuries, nerve diseases (MS, Bell's Palsy), or poisoning" as per my Google search.
And we have definitely heard of some main culprit as accidental injury to the spine, strokes and many other conditions. The patient loses the ability to move their body and if they are wheel chair bounded, they will also lose their view of scenery as in open space they might be block by taller person standing in front of them. This will cause then mental stress too, as they need to relearn basic survival skills. That's on a person, now let's explore this term on executives. In a parliamentary system when the President is from a different party to that of the majority in the house, he could also be "paralyzed" from implementing his ambition and agenda as these could get voted down or worse, the bill might not even make it to the floor for debate and eventually a vote. Thus, from this perspective, I think it is also a form of being paralyzed.
