The Kerch City Court of the Republic of Crimea prosecuted the former acting head of the housing and communal services for negligence. It means improper performance by an official of his duties,that resulted in a significant violation of the rights and legitimate interests of citizens.
The court found that in December 2019, the acting head of the housing and communal services department of Kerch administration concluded a contract for the purchase of apartments to orphans and children left without parental care.
The house for orphans, like it was called anywhere, is situated in my district, and I saw the process of building from the very beginning.
People were surprised by its archicture at once. Awful glass-free balconies, small rooms but then we didn't know the main fact - the house has no gas supply! And thus - no central heating! It's Crima, but it's still Russia, and we have windy and cold winters, absence of gas heating means people have to live in cold rooms or pay super high bills for electricity.
This house was called "ice house" because of these disadvantages.
The head did not conduct an examination of the goods for compliance with its quality. He let orphans live in flats that are not comfortable and unsuitable for habitation, due to their non-compliance with the sanitary and technical requirements for residential premises, applicable norms, rules and standards, fire safety requirements, environmental and sanitary and hygienic requirements.

The court issue was begun fast after orphans got the keys, and the story became loud. We all were sure that such a loud case would be punished for sure, but....
By a court verdict, the defendant was sentenced to a fine of 100,000.00 rubles, however, due to the expiration of the statute of limitations for criminal prosecution, the defendant was released from the imposed punishment!!!
