He is a shark, a loan shark to be precise. I followed him because he had an article with an anime thumbnail, where he was defending a Steemian as a lawyer. It was a Steemian who went under 25 reputation Neox-san seemed to take the contract to defend him very serious but it had still some kind of humor in it. Neox does many post with declined rewards – mainly the updates to his loan business - and does give away like the one where I got. I always thought loan sharks are bad people, but
How do I use my power?
Well, mainly for upvoting comments, but not just only under my posts. It is a habit I picked up talking with 
Of course I still vote on good posts and people I want to support, but my focus is on giving people at least my now 0.02$ for their contribution to a discussion, especially when they are newbies I think 0.02$ for a well thought out comment/reply can be very motivating.
