This is the conclusion I have reached. We can say "government" but then we have to ask ourselves...well..who makes up the government? People...regular people like you and me. So then you have to ask yourself...Why would people decide to do these barbaric acts and why do other human's join such acts?

At the end of the day it all comes back to people. Why do people commit these barbaric acts?
