A primary source of the Deep State is the party system. The party system was not part of the constitution. They are an extra-constitutional organizations that formed in the 1800s by the ruling elite in an effort to control the government.

The parties installed the deep state actors; so we need to be vigilant of both the deep state in the government and the innate corruption of partisan politics.

Unfortunately partisans tends to see only the problems of the opposition. I've found that when one examines the history of the Conservative Party one finds the corruption comes from both the Right and Left.
