i don't understand why you want to settle here. uk, us, eu, the same sh*t with little differences, but it is your life, decision.
There are ongoing citizenship by investment programs, still running in Bulgaria and Portugal for sure. Don't know about Austria (Switzerland, Malta, Cyprus - even if not eu) Greece, maybe even in Spain, too. Hungary shut it down few years ago, but if you got the $$$, you can sort it out everywhere... it is not so easy to leave, or even just move within the westernian gulags without $$$...
Anyway, in Europe - not eu - the moldovan and russian look ok for me (i guess, russian is not an option to you, even that's the best!) outside west you have plenty options, Brazil, Panama look ok for me. GL!
