I highly doubt a pay-for-resteem scheme could work for anybody unless it was sponsored high-end accounts only...

As soon as you resteem more than 1-2 posts per day, your impact on each post goes down. By the time an account accepted 10+ resteem requests per day, they'd be offering no value.
