There are no 'special accounts' to make sure no one breaks the rules as far as the actual design of Steem goes. It's a decentralized network with no authority figures or admins, and each of us has influence based on our stake. Steem is designed based on the hope that people will use their influence to reward productive and sustainable behavior thereby creating a self sustaining community. If instead Steem attracts people who are only interested in extracting as much short term gain as possible, it will die. I've looked at many systems through the eyes of a newcomer, and when I see that sort of behavior in them it makes me less likely to invest either time or money. Do you think people are more likely to buy Steem because they see value created by your posts?
