Even $35,090,900 USD to fix all the faucets is a small price to pay, the same as a 1962 Ferrari, a Mansion or a Yacht. And the money spent would provide jobs for the people who would have to undertake this engineering feat.

From 1960 to 2010, the population of the city nearly halved from 196,940 to 102,434" So assuming that Flint is potentially twice the size of my city, but around the same population currently, I am guessing there are 20,000-40,000 homes.
How much did someone say it cost to fix each home? "Replacement filters alone will be about 4.8 million per year with total install costs of $380 x 40,000 is about 15 million and that doesn’t include business, schools, public water fountains or nursing homes and hospitals."
