My point of view :
As far as I know, culture does not depend on a specific diploma measured by the culture of the person, the most important is to read and write, but I think it is a reservoir of knowledge in many areas of modern and historical, in addition to the ability of the person to express this inventory and to deliver it to the environment in a way that benefits others , But there are obstacles to the culture, including the fight against intellectuals and the owners of knowledge by non-intellectuals who have no knowledge or capabilities to deliver this knowledge to the people, which makes them trying to undermine the intellectuals and the pretext of testimony or questioning the capabilities of some people who have superiority or high educational levels, The uneducated person finds a lot of criticism for others in order to cover his weakness and lack of cultural ability.
