In panel 3 you can see that Harvey is no longer swatting away Chuck's hand.
In addition to making the physics of Harvey's shirt/Chuck's hand more realistic it actually added a brief but important character moment to this scene. Minor issue 1 spoilers, but Harvey and Chuck are both WW1 vets, and they used to be a little more close than 1920's American society probably would have liked.
Chuck has taken a hatred for himself and turned it into anger and resentment towards a person he loves, Harvey. This is the only panel so far (even talking 3 issues from one) in which Harvey touches Chuck. It is a gentle yet firm moment of physical contact. Chuck doesn't recoil, in fact that contact might be what slows him down long enough to listen to why Harvey is in town in the first place. I think it also recontextualizes panel 5, Chuck clenches his fists, he looks ashamed and uncomfortable now. Where is the bravado and violence we witnessed only a page before?
To me it's an important moment in which we show, rather than tell the reader about the familiarity these two once had for eachother.
