My guess is that some liberal mandated the Braille on the ATMs as an accommodation for blind users at ATMs that wouldn't have to be driven up to. Then the drive-up ATMs sprang up and they didn't think it was worth it to make more non-Braille ATMs just for the drive-up ATMs. But all the same I'll keep an eye out for the blind drivers, LOL.
