What does it achieve, seems like a total waste of money like management fee or strata that the owners have to pay is spent on the upkeep of this. I'd get it if it was a hot tub,pool or sauna for tenant use but an outdoor water feature seems pointless. Flowers and trees do have a point because they improve air quality and therefore have a potentially life extending positive externality. Flowers and trees are more beautiful anyway.
