My country Philippines is no longer supported for Coinbase. I buy/sell Steem/SBD with Dogecoin via BlockTrades.us and Coinpot.co. if I want to withdraw/transfer BTC to Coins.ph (to bank account. Conversion and 0.002 BTC Transfers from Coinpot.co is FREE but it takes more or less 48 hours processing. I am fine with that at least FREE :)

I use Jaxx dogecoin wallet if I want to buy/sell small amount of DOGE to PESO via pinoybitcoinexchange :)
