Voted "out" as a state doesn't really exist, it's either active or not. It can also be voted "in" again.

I just checked, the issue is (I think) that OpenLedger withdrew all of its votes, which is preferable because they are an exchange, but of course sad in this instance.

You could contact the other big proxies that haven't voted yet.
