True, but governments need at least some degree of control. In this case, as I understand, the blockchain can be run but anybody else, so it's not truly private, but it's not backed up by a crypto-currency. It's not clear for me which would be the incentives to run the blockchain, but it could be something like you are a Hunting Ground, you would need to run it in order to introduce your ''items'.
