The speech of the Director of CIA Brennan at the Foreign Affairs Council was deciphered and uploaded to the CIA's official website on 29 June 2016.
In his speech, Brennan admits that geoengineering with chemtrails can help reduce global temperatures in the "fight against global warming."
In particular, he says: "Another example is the large-scale technology, often called geoengineering, that could potentially help save the warmth of global climate change. What I pay attention to are aerosol sprays in the stratosphere, or SAI - a method of seeding into the stratosphere of special particles that help to reflect solar heat. This is largely the same as the volcano eruption, "Brennan said during the Council meeting.
