yet more bla bla about upvoting retaliate flags

Regularowl (aka Owlbot) seems to be doing a good job at upvoting retaliate flagged comments over the last week (see the table below). But unfortunately, a lot of them were not so effective since in the last 12 hours the effective vote goes down linearly to 0. D: I made the required adjustments to the code today. So it should be more effective from now on.
