Governments should fuck off with any laws that don't have a victim. What victim is there with a bunch of guys who are PAYING for internet access and making money from it? Maybe, if the governement was supplying the internet for free it would be a different story, but they don't, so.... what's the harm? No victim no crime.

Permits are useful for things that could potentially hurt other people. If you want to install a septic tank at your house, you should get a permit to ensure everything is checked and you aren't dumping shit where someone else has dug a well or something. There is a potential for a serious victim there and the permit is a good way to prevent that. If you abuse the idea behind the permit, than the situations where permits are needed become less important.
