Old infantry humor; there is no defense for airborne mortar, just take cover wait and pray. So "scud" was the improvised explosive device which was wreaking havoc over US forces, but patriots would intercept them occasionally; and there was a big "Hooray for our side!" But shrapnel lands somewhere.
