There are reports to that effect[1]. Apparently, there is a stream of Chinese investments coming into the oil sector in Venezuela - in an effort to both reinvigorate it and subjugate it.
Which from the geopolitical perspective and the business perspective may make sense. It is also a strategic move which may potentially decrease the American influence in the region.
However, it is important to remember that Venezuela is a highly dysfunctional society at the moment and the Chinese may be overly optimistic in thinking they can get an industry there to become efficient. Time will tell. But it is quite sad to think that a whole formerly successful country can end up being so far down the rabbit hole that total collapse and reconstitution from scratch may be the only way out.
