I think I'll take the "Answer this at face value" approach.

The world is not united enough to survive in a one world colony. Different cultures can exist of course, but when half the world is trying to kill the other half that seems like a terrible idea.

I don't really mind the concept of there being this "One World Colony". Just give me an "Out" card so I can leave if I want to.
