While I can definitely give an account of why it is the case (at least in the USA), I shall be brief to just say that public schooling had long outlived it's a combination of factors that clearly points to the model being outdated. Yet I shall leave the hornet's nest of the word that shall not be spoken on here (p*litics), as the 
tribe explicitly is a p*litical-neutral/free zone - as outlined on the manifesto here to click. To return back to the point, not only tells the tale but also how we shouldn't view neuro-divergent (or "different") people as aliens but apart of us - no matter what the bureaucrat says.
