I wanted to find a way to help new users (minnows), novice/intermediate users, and early adopters and whales alike!!!
The Steemit Lottery has been developed to bring players of the lotto rewards, but also to give back rewards to the community for active users, post, and creative content!!!!
This post will be broken down into 3 segments: THE LOTTERY, HOW TO PLAY/PROOF OF PAYMENT, and finally COMMUNITY BASED REWARDS
The Lottery
The lottery will be comprised of 4 different payout scales. The payout scales are the following and will all be verified on the blockchain for transparency and ease of use.

How To Play
This is the first truly open, truly transparent, and truly fun way to stack up your Steem, especially if you enjoy all of the fun that a lottery has to offer.
This lottery was designed with everyone in mind from minnows and beginners all the way to our most established whales. Entry points have been established to bring the fun of the lottery to everyone, at a price that is completely affordable and will not break the Crypto Bank.
The following are the rules to The Official Steem Lottery!!!
No limit as to how many times you can enter : Lottery is ran in "Blocks" of 10 and require confirmation of funds sent through steem with proper memo for entry. This ensures the odds are always 1/10 to win the prize for that block of entrants. If you choose to enter more than once this will increase your overall chances. You may also enter more than 1 lottery at the same time.
Lottery is constantly running 24/7 365 : Once one block becomes full (10 entrants) then payout will be given to 1 of the 10 entrants at random. Next transfer of entry amount will start next block and lottery payout once 10 participants enter. This lottery will run around the clock, 24/7, allowing people from all time zones and countries to enter.

All Entries and Payouts Visible : Blockchain data and memos allow us to show proof of entry and proof of payment once all entries have been received. A lottery and sending your Steem can be a scary idea. That is why we are backed by the blockchain with the ability to show proof of all entries and payouts. Our model is transparent, honest, and fair. Enter with confidence.
COMMUNITY BASED REWARDS
This is the absolute best part of the STEEMIT LOTTERY!!! and why I personally wanted to start this venture. Yes, it will be hard work... but with a way to make our platform better, reward authentic and amazing content, and drive a better overall culture and social experience on Steem... those things make it worth it.
I have seen numerous people join, some I have even became friends with outside of Steem, and use our platform for a week and even up to a month. After a while, they get upset with the feedback or they are upset that their post are not doing well. A lot of times it is also about connecting with the right people so that our correct target audience is reached.
I want us, as a community, to be able to retain those new members who have things to offer. I want us to support the new and emerging members we have, and I also want us to respect our more senior members and go to them for guidance and insight. It will make us stronger as a whole and a more dynamic social media platform.
The Lottery is set up so that additional SBD from the entry fees can be set aside as rewards for the community. These rewards will be released to users who post exceptional content. They will also be used to reward original content as well and also as incentives throughout the community. If we happen to see someone answering another members questions in the help section then a reward will be sent, basically, anything that makes Steemit better and the community better will be eligible for a reward/payout.
The payouts will be random, between $1 SBD - $10 SBD, based on what has been performed and how it has bettered the community as a whole.
95% of all entry funds (after payout of lottery) will go directly back into the Steemit Community. Powerball and Educational lotteries cannot even come close to this amount. It would be my goal and dream for this to take off and then be able to push the amount to 100%.
