Japan finished 1st in Group I qualification over Thailand, Mongolia, and Singapore with a +15 goal differential and are returning to the finals as defending champion. North Korea qualified for the finals by finishing 2nd in Group J behind Australia with a +1 goal differential. Group member Northern Mariana Islands withdrew and Hong Kong were eliminated. North Korea last won the championship trophy in 2010.
