The world is fucking upside down. Bringing people to court over this seems like a waste of time and money. I wear a mask but if someone doesn't you just assume they have a decent reason not to and leave them alone. Their personal choice. Don't call the police and charge him with made up crimes.
If he coughed in people's faces or spat on them that's a crime and obviously much more severe during covid but shopping without wearing a mask is just shopping.
And a private store if they have a mask rule could remove the shopper by all means but arresting him is over the top.
