WTF is E-coin (ECN)???

I was looking at coin performances and saw this crazy volatility on the price of E-coin (ECN)

From the beginning (ICO) to Feb 1 (10 Months) the price was withing the range of 1.5-15 USD and suddenly it spiked to $289 on Feb 6, the next day it went down to $2 and now, at the time of writing this post, the coin is trading at $54.

I don't know what the hell is going on, but it did attract my attention.
