Update: The cumulative chart is showing that the best time to buy is around 8:00am (UTC/GMT). Unless the market is going up, which is represented with the small blue bars before 25/1, most of the dips took place around that time. I started to buy at that time (between 8 and 10) and the short term after-dip prices are like 5% higher for most of the coins that have 1000+ volume and sine waves. ELF, XLM, NEO, BTS are among the ones I traded successfully. But it does not work all the time; LTC is 10% lower than I bought it at dip signal.
This is just a piece of information to use if you like. DYOR before making any decisions. I am not a technical analyst or expert at trading.
