It's the perfect excuse , you can blame/bury everything with it the financial collapse, Russian hacking, Grid down, nuclear power plant's failure, pizza gate, fake news. This new legislation will of course strip away more "right's & freedoms" and by pure coincidence gives the Government more & more power. The new patriot act for the web is already written and will be introduced when everyone is panicking about whats going on , just like the 9/11 & the original patriot act that's why it passed so quickly, fear shuts down your brain's critical thinking and you go into survival mode accepting anything that might subside your fear.
The bankers / wall-street all get to keep there jobs after all it was not there fault, therefore the kabal run system of control will keep running, they will likely tag on the bill the RFID chips so they can track people, first with credit cards & smart phones so everyone gets use to being a cashless society(so people can't escape taxes). Than well into the future the implants probably happen with the singularity. All you have to do is take 1 freedom away from every generation so there is no riot, aka boiling a frog alive.
