MOTION: The Dolphin council will use voluntary-inclusion mechanics whereby members work together to use their stake in ways they agree upon. At no time will any member of the Dolphin Council propose that all members be bound to act by a majority vote.

We have the opportunity to avoid the trap of democracy by playing to the strengths of our decentralized, stake-based platform, and not adhering to outdated or perhaps only non-applicable models. Voluntary sub-groups of the dolphin-council can of course use democracy as they wish, but the entire group should not be subject to this mechanic.
