Should there be no downvote without assigning any reason?

Steem is a great platform and no doubt, many unscrupulous fellow also use it to gain benefit or to spread hatred etc. So, downvote seems a great tool to handle such people. But, some people also downvote without any reason or motive. They just do it for fun. If someone is not happy with a post, he/she may register his/her unhappiness through comments as well. Is it necessary to downvote a post, especially when the author of the post have no idea about the reason of downvote? You might be unpleasant with my post but, I I must have a right to know the reason of your displeasure which you have pronounced through your downvote. After all your downvote is also linked to the monetary loss of the author.
