The yellow bar above shows your RC's. The bar goes down when you make posts and comments. The bar is always refilling, so if you ever run out it's only temporary. The more Steem Power you have, the more RC's you get every day and a bigger total. Just make sure you keep some Steem Power - don't power down all the way to 0.
