Of course this is just my personal opinion, but only our eyes are always unique, only our view reflects the depth of the inner world.
Take, for example, a photo of any famous person who is easily recognizable, a sheet of paper and a simple pencil .....
While working on the portrait, I first start to draw eyes because there is always a chance that you will not be able to catch a look and then this piece of paper will fly to the basket. Again, this is my personal opinion based on my experience.

Then you can start to draw the upper part of the face, i.e. the forehead and hair or go down below drawing directly the entire oval of the face, lips and chin.
