The upvote is not mandatory. Some times you will get it and sometimes not. The Pantheon building plays a role in how big upvote you will get, if you get it. Since fundition and drugwars have different voting powers, they are combined, and sometimes one is needed while other times, the other. Upgrade your Pantheon building for bigger upvotes but keep in mind that you will not always get upvoted for sharing your battles.
