How do you determine that? When none of them are actually trying to scale? The only real example is Bitcoin and even with the best developers in the world they are choosing to do the off-chain scaling. And that is because blockchains don't really scale well.
I am sure that the technology will evolve and innovation to scale blockchains will come soon enough. But before that I wouldn't really call it an investment, more like a bet.
