In this Video you will see the build of a relay clock.
The time counting is done by relays and transistors to to delay turn on time to another relay. All it uses is a 1Hz signal with a short high time (my guess is 15-25% high, 85-75% low).
The only IC Chips are a 555 to reset at 24 Hours and a CD4060 and a CD4027 to produce a stable 1Hz signal. Sadly it still runs a Tiny bit slow.
The rest is all relays, diodes, resistors, Transistors, capacitors and loads of wires.

at least 110 relays and IC-Sockets
at least 55 transistors, capacitors, trimpots
over 400 3mm LEDs
over 400 diodes
some connectors to connet the boards to each other
NE555, CD4060, CD4027, a crystal at 32.768 KHz
5 30x18cm Perfboards.
This clock took a week to build.
