A chain store is nothing more than a straw to suck out the a wealth of small town.
Of course the problem is chain stores have the wealth to pay top dollar to create a top-of-the-line bisness environment.
Most small-town independently-owned businesses can't afford this. The locals could scrape up the money collectively and make the improvements in the local business, but once the business is built up and more profitable than ever, there is nothing preventing the business owner from selling the business and keeping the profits.
The answer is for local towns to create a cryptocurrency that can fund local worker-owned cooperatives. Worker-owned cooperatives are a proven to method of increasing a towns local wealth.
