5. National Agenda 21/Sustainable Development Strategy
Agenda 21 requests that States adopt a national strategy for sustainable development to ensure socially responsible economic development while protecting the environment.
Translation: Tax Slave Farm Austerity Strategy
Agenda 21 requests that local mafias adopt an evil plan for centralized stagnation to ensure austere economic conditions while monopolizing the environment.
6. Equivalent Plan/Strategy in place of National Agenda 21
Relevant plans/strategies in place of National Agenda 21 include national conservation strategies and environment action plans, most notably, National Environmental Action Programmes.
Translation: Equivalent Evil Plan In place of Tax Slave Farm Agenda 21

7. Local Agenda 21
Agenda 21 requests that each local authority enter into a dialogue with its citizens, local organizations and private enterprises and adopt a “Local Agenda 21”.

8. Environmental Impact Assessment (EIA) Legislation
Governments are requested to implement national legislation to ensure that EIAs should be carried out.
